DOLE-NIR declares hotel and two cooperatives as first Child Labor-Free establishments in Dumaguete

Dumaguete City, Negros Oriental- Under its Incentivizing Compliance Program (ICP), the Department of Labor and Employment-Negros Island Region recently declared three establishments in the city as Child Labor-Free. 

First to bag the compliance badge for not employing child labor and not using products produced through the use of child are Bethel Guest House, Dumaguete Cathedral Credit Cooperative (DCCCO) and the Perpetual Help Community Cooperative (PHCCI). 

Awardees received the Child Labor-Free Establishment (CLFE) certificate from DOLE-Negros Island Director Atty. Johnson Canente at the 14th World Day Against Child Labor celebration in the City of Gentle People on June 12. 

Canete complimented said establishments for heading the agency’s call in the prevention and elimination of child labor in the workplace not just because of the prestige but by believing that every single action against the proliferation of child labor can make a difference to the lives of vulnerable children. 

In 2015, Bethel Guest House got its Tripartite Certificate of Compliance with Labor Standards (TCCLS) from DOLE-RO7, while DCCCO and PHCCI were one of the first three establishments awarded by DOLE-NIR on May 1, 2016 Labor Day, just a month after the newly emanated region's inauguration. 

According to the hotel's website, since 2009 the Department of Tourism (DOT) has officially recognized Bethel Guest House as a Standard Class Hotel for having complied with its minimum 

Standards in the operation of the establishment concerned which shall ensure the safety, comfort and convenience of the tourists. 

Meanwhile, DCCO and PHCCI organized in 1968 and 1971 respectively have become one of the largest cooperatives in the country. 

An establishment who satisfy the following requirements:

1. Holder of Tripartite Certificate of Compliance with Labor Standards; 

2. Upholds a company policy that prohibits child labor which is displayed publicly. For those employing young workers (15 to 17 years of age), a policy on non-assignment in hazardous work and worst forms of child labor; 

3. Contract or terms of engagement with its suppliers and contractors, if any contain stipulations prohibiting child labor; 

4. Has no pending case with the DOLE on the use of child labor; and 

5. Suppliers and contractors, if any, have no pending case with the DOLE of any verified report on the use of child labor. 

Further, the DOLE may also award a Child Labor-Free Zone (CLFZ) marker to a special economic zone where all establishments within the zone have been with CLFE Certificate.

“I commend Bethel Guest House, DCCO and PHCCI as actual examples of good corporate citizens, for going beyond what is required by law through the practice of social responsibility. May other companies in the city draw inspiration from these key establishments to make a difference and support the prevention and elimination of child labor,” Canete said.
